The National Service Authority (NSA) has issued a stern directive to all user agencies across Ghana, addressing a growing trend of rejecting deployed National Service Personnel (NSP) for the 2025/2026 service year.
In a circular signed by the Director-General, Ruth Dela Seddoh, and dated December 17, 2025, the Authority expressed deep concern over the "increasing number of cases" where agencies refuse to accept posted personnel. This trend, the NSA states, has triggered a "significant rise" in redeployment requests, disrupting the smooth administration of the national service program.
The surge in last-minute rejections is particularly problematic as the deadline for the crucial Regional Validation Exercise approaches. This exercise formalizes the placement and commencement of service for all personnel.
New Mandatory Procedure for Rejection
To streamline the process and ensure personnel are not left in limbo,the NSA has established a clear, mandatory protocol for agencies that cannot accept a deployee:
1. Immediate Official Communication: The user agency must formally and without delay inform the deployed personnel that they cannot be accommodated. The circular does not specify required reasons, stating "for any reason, unable to accommodate the personnel."
2. Personnel Informs NSA: Upon receipt of this rejection, the affected NSP is responsible for immediately notifying the National Service Authority.
3. Expedited Redeployment: The NSA will then take "necessary steps" to redeploy the personnel to a new agency before the stipulated deadline for the Regional Validation Exercise.
The previous practice of silent rejection or informal communication, which left personnel stranded and caused administrative backlogs, is now explicitly prohibited.
"The Authority counts on the continued cooperation of all User Agencies to ensure an efficient, orderly, and transparent deployment and validation process," the circular concludes, appealing for compliance to safeguard the integrity of the service year.
Background
The National Service Scheme is a mandatory one-year program for all Ghanaian graduates under the age of 40,aimed at national development and skills acquisition. The initial deployment is a critical phase, and delays or rejections can adversely affect the planning and operations of both the service personnel and the receiving institutions.
This new directive is expected to bring clarity and accountability to the deployment process, ensuring that thousands of fresh graduates begin their national service without unnecessary delays.
